The Economic Relationship Between the Tapoco Project and Alcoa's Tennessee Operations

Economic study emblematic of the applicant's general approach to the entire process:

  • Manipulated scoping hearings to avoid pertinent questions whose answers might result in stronger case for mitigation
  • Hired high-priced consultants to create bogus study whose numbers contradict conclusions drawn

Specifically, wanted to argue that providing environmental and recreational releases could lead to mill being shut down.
